Before you register at YG777 or anywhere else, learn who stands behind an online gaming license in the Philippines and where that license is recorded. The online gaming license Philippines players meet most often comes from PAGCOR, the Philippine Amusement and Gaming Corporation, and PAGCOR publishes the records you need to test any claim. This page names the law behind PAGCOR, the games a license covers, the offshore line the government drew in 2024 and the short check that settles a license claim at pagcor.ph.

Online gaming license Philippines: who issues it

Presidential Decree 1869 is the PAGCOR Charter, and Republic Act 9487, approved on 20 June 2007, amended it. Section 10 as amended grants PAGCOR “the rights, privileges and authority to operate and license gambling casinos, gaming clubs and other similar recreation or amusement places, gaming pools”. The grant runs for 25 years from 11 July 2008, renewable for another 25 years.

The same section carves out games that other franchises, special laws or local governments regulate, such as cockfighting licensed by local governments. So the answer to “who licenses” depends on the game, and for casino-style and sports games run as electronic gaming it is PAGCOR.

What a gaming license covers on PAGCOR’s own page

A gaming license is issued per game offering. PAGCOR’s Electronic Gaming Licensing Department page says it issues a Gaming License for each of these:

  1. Traditional Bingo Games
  2. Electronic Bingo (E-Bingo) Games
  3. Electronic (eCasino) Games
  4. Sports Betting
  5. Specialty Games
  6. Online Poker Games
  7. Numeric Games

The same page says a service provider’s electronic gaming platform and its games must be offered at the gaming venue, where the online operation is an adjunct service for the venue’s registered players. PAGCOR also publishes a list of electronic games it has approved, grouped by studio. A studio on that list has had its games approved, which is a different record from an operator’s license, so keep the two apart when you read a casino’s claims or browse the game providers behind the slots.

Licensed casino records: how to match a claim

When a site calls itself a licensed casino, the claim is only as good as the entry you can find at the regulator. PAGCOR’s registered-brands list is a table with these columns: gaming system administrator, game offering, main brand, root word, main domain, sub-domain and additional URL. Work through it in this order.

  1. Open pagcor.ph, then Regulatory, then Electronic Gaming Licensing.
  2. Open the list of PAGCOR-accredited gaming system administrators and registered brands and domain names.
  3. Read the date in the list’s heading, because the list is a snapshot that PAGCOR reissues.
  4. Search for the exact domain you are about to use, character for character, not just the brand name.
  5. If you find it, note the entry number, the administrator and the game offering beside it. If you do not, ask the casino for the administrator and entry it relies on, then look those up.

A domain that appears new or recently re-registered deserves one more step: run a domain age checker on the address and compare the dates to the story the site tells.

Counterfeit certificates and lookalike verification sites

PAGCOR has published a notice to the public that certain websites use its logo without permission and endorse counterfeit PAGCOR certificates generated from lookalike verification websites. It states that the websites and brands on its reported list are not related to or endorsed by PAGCOR. A second notice says entities on Facebook, X, Telegram and Viber use fake certificates to claim legitimacy.

What you seeWhere it is settled
A PAGCOR logo or certificate imageNowhere; an image proves nothing, so test the domain in the list
A “verify this license” link on the casino’s pageOnly a verification page on pagcor.ph counts, and PAGCOR runs its own Security Seals Online Verification System there
A site named in PAGCOR’s reported-websites noticePAGCOR’s notice itself, on its Remote Operations and Ancillary Services page

If a claim looks forged, read Scam Watch Pilipinas reports for the pattern and know how filing an NBI cybercrime complaint works before you need it.

The POGO line and Executive Order No. 74

Executive Order No. 74, signed on 5 November 2024, defines offshore gaming operations as online games of chance “exclusively and directly offered to foreign players, located outside of the Philippines”. It bans POGO, Internet Gaming Licensees and other offshore gaming operators, stops new and renewed licenses and ordered all operations to cease on 31 December 2024 or earlier. Operators without the right license are classed as illegal gambling entities.

PAGCOR’s list of licensees for gaming venue operations carries its own caution to the public: the entities listed are for domestic land-based gaming venues and are not licensed to operate offshore gaming operations or POGO. For the full comparison read the PIGO vs POGO split. A license issued by a foreign authority is its own question, covered in what an Anjouan gaming license is.

What the law sets for illegal gambling

Presidential Decree 1602 punishes anyone who takes part in “illegal or unauthorized” games, a list that includes poker, baccarat, slot machines and roulette. The base penalty is prision correccional in its medium period or a fine of 1,000 to 6,000 pesos, and for a repeat offender prision mayor in its medium period or a fine of 5,000 to 10,000 pesos. Republic Act 9287 sets separate prison terms for illegal numbers games, from 30 to 90 days for a bettor.

Those are quotations from the statutes, not advice. The full section-by-section reading is in the illegal gambling penalty Philippines law sets.

Who PAGCOR bars from playing

PAGCOR’s responsible gaming page lists who is prohibited from entering and playing in any gaming establishment and on any online gaming platform:

  1. Government officials, employees and uniformed personnel covered by the page
  2. Persons under 21 years of age
  3. Persons included in the National Database of Restricted Persons
  4. Employees of licensees and holders of a Gaming Employment License

Read who sits on the PAGCOR banned list for how the database works, and use responsible play tools and limits to set your own boundaries before you start.

Five checks before you register

Run the same five checks on every brand you compare, YG777 included.

  1. Write down the exact license wording the site uses and the domain it appears on.
  2. Search PAGCOR’s registered-brands list for that exact domain.
  3. Check the domain’s age and registration history.
  4. Search PAGCOR’s reported-websites notice and Scam Watch Pilipinas for the brand and domain.
  5. Confirm the age and exclusion rules: 21+, and no one on the restricted-persons database plays.

FAQ

Who issues an online gaming license in the Philippines?

PAGCOR does. Its charter, Presidential Decree No. 1869 as amended by Republic Act No. 9487, gives it the authority to operate and license gambling casinos, gaming clubs and gaming pools within the country. Its Electronic Gaming Licensing Department issues the gaming licenses for online and onsite game offerings.

Is a license from another country the same as a PAGCOR license?

No. A license from another authority is a record held by that authority, and you read it at that authority's own site. PAGCOR's records answer a different question: whether PAGCOR itself registers the brand and the exact domain in front of you.

Where do I find PAGCOR's list of licensed casinos?

Open pagcor.ph, go to Regulatory, then Electronic Gaming Licensing. The page links the list of PAGCOR-accredited gaming system administrators with their registered brands and domain names, and a separate list of licensees for gaming venue operations.

Does a PAGCOR logo or certificate on a casino page prove anything?

On its own, no. PAGCOR has published notices that counterfeit PAGCOR certificates circulate, some generated from lookalike verification websites. Ignore the image and check the domain in PAGCOR's own list.

Are POGOs still allowed in the Philippines?

No. Executive Order No. 74, signed on 5 November 2024, bans POGO and other offshore gaming operations, allows no new or renewed licenses and ordered operations to cease by 31 December 2024. Offshore gaming was defined as games offered exclusively to foreign players outside the Philippines.

Ano ang parusa kapag naglaro ako sa illegal na site?

PD 1602 punishes any person who takes part in illegal or unauthorized games, including poker, baccarat, slot machines and roulette, with prision correccional in its medium period or a fine of 1,000 to 6,000 pesos. Read the section in full before you rely on a summary.
